Monthly & Re-organizational Board Meeting

June 15, 2026, Minutes

The regular and re-organizational board meeting was called to order by Mayor Kaufman at 6:35 p.m. Those present were Deputy Mayor Amy Reinshagen, Trustee Kayla Mason, Trustee Jim Quarino, Trustee Randy Roe, Clerk Katherine Sparkes, Treasurer Michelle Sicari, and Head of Wastewater Richi Horne. Community members present were Chris Kaufman, Don Thomases, Richard VanValkenburg, and Nancy Beisler.

Mayor Kaufman proceeded with Department Head reports.

Lucas McMullen (Superintendent of DPW) was not present for the meeting but asked Mayor Kaufman to share that the water level had gone from 16 feet to 11.5 feet and that residents needed to conserve water.  He also went on to say that more rain was needed or soon a water emergency would need to be declared in the Village.

Richi Horne (Chief Wastewater Plant Operator) presented her report.  Muthigs Plumbing and Heating has completed installing the new boiler at the sewer plant.  Richi attended a soil and water training which allowed her to network with people.   Regarding the generator, no contract has been sent back. We are hopeful that the generator will be here by the end of the summer.  Richi, Jake, and Lucas attended the New York Rural Water Conference in Sidney.  New cybersecurity requirements are being laid out, and additional training will be required. 

Board Member Reports:

Trustee Jim Quarino (HAC) had nothing to report at this time.

Trustee Randy Roe (Streets) had nothing to report.

Deputy Mayor Amy Reinshagen (Water & Sewer) had nothing to report at this time.

Trustee Kayla Mason (Hobart Fire/EMS) had nothing to report.

Trustee Jim Quarino (HAC Committee) shared that Dave & Joyce Barber would like to donate more money to the fitness center.  The next step in the expansion is to order flooring.

Zoning Board- No Report

Planning Board- No Report

Fire Department- No Report

Mayor Kaufman asked for acceptance of the secretary/ treasurer's report from the board. A motion was made by Deputy Mayor Reinshagen, Seconded by Trustee Quarino. Motion was carried. AYES: Unanimous

Mayor Kaufman asked for approval of minutes from the last meeting. A motion was made by Trustee Roe, seconded by Deputy Mayor Reinshagen. Motion was carried. AYES: Unanimous

Old Business:

Water Plant Upgrade: Mayor Kaufman explained that we are currently working with LaBerge on a community development block grant.  It will take approximately two million dollars to redo the water plant. 

Generator Project: Richi Horne (Chief Wastewater Plant Operator) shared the update during her report.    

 Fire Cleanup of Main St. Property:  Mayor Kaufman shared that he had contacted the NYCOM layers concerning this and spent 45 minutes on the phone with them.  The village can pursue a civil or criminal route.  The Code Enforcement Officer can fine the homeowner $25.00 to $ 1,000.00 per day.  Once this is not paid, it becomes criminal and then it is taken to court. 

Playground/Splashpad: Mayor Kaufman states that we will be notified by July 1st on whether funding will be provided for this project.

Street Work: Cornell & Railroad Avenue will be milled, and new blacktop will be put on.

Expansion of Fitness Center: Trustee Quarino provided an update on this project.  He explained that flooring will need to be ordered.

HAC Roof Replacement: Mayor Kaufman states that we will be notified by July 1st on whether funding will be provided for this project.

Comprehensive Plan: Mayor Kaufman updated that this plan continues to be in the works.

Back Taxes/ Foreclosures: The third and final bill has been sent out to homeowners.  The foreclosures have been published in the paper.

Cyber Grant: Mayor Kaufman shared that we do not qualify for this grant, so it would not be worth our time or effort to apply.

 

New Business:

Resolution Authorizing the Mayor to Apply for and Receive Funding Under the 2026 Community Development Block Grant Program: A motion was made by Mayor Kaufman and seconded by Trustee Mason. AYES: Unanimous

Resolution to Request a Speed Limit Reduction & Request a Traffic Study: A motion was made by Mayor Kaufman and seconded by Trustee Quarino. AYES: Unanimous

Resolution Authorizing the Municipal Official to Enter into Agreement with the NYS DOT: A motion was made by Mayor Kaufman and seconded by Deputy Mayor Reinshagen AYES: Unanimous

Resolutions for Village of Hobart 2026 Re-Organization Meeting:  See attached

Appointments for the 2026-2027 Budget Year: See attached.

 Floor Open for Community Participation:

Robert VanValkenburg from the Hobart Historical Society shared that a classic picture exhibit would be on display at the Mural Gallery.  He presented a petition to the board with 19 signatures requesting an official proclamation to be declared in honor of Anna Carroll. The mayor made a motion for the official proclamation which was seconded by Trustee Quarino. AYES: Unanimous

Don Thomases shared the Farmers Market continues each Saturday from 3-6 at the Book Village Inn.

There was no motion to go into the executive session.

A motion to pay the bills was made by Deputy Mayor Reinshagen, seconded by Trustee Mason. Motion carried. AYES: Unanimous Bills were paid as written.

A motion was made to adjourn the meeting by Trustee Quarino, seconded by Deputy Mayor Reinshagen. Motion carried.
